PEO Discounts: Every Way to Lower Your PEO Cost (2026)

In this guide

What are PEO discounts? PEO discounts are reductions in what a PEO charges you. There are six main ones: free or discounted admin fees, lower health premiums, a cap on your health renewal, a lower workers' comp rate and a better state unemployment (SUI) rate. Most are negotiable, and almost none are automatic.

I spent more than ten years inside three PEOs, and I managed a sales team at Justworks. Buyers argue about the admin fee and leave the bigger money on the table. This guide covers every lever, what each is worth and what to ask for. For the full picture of how PEOs price, start with our PEO pricing guide.

What are the PEO discounts you can ask for?

There are six levers, and they sit on different lines of the invoice. A PEO has room to move on the lines where it earns its margin, which is why the ways a PEO makes money tell you where to push.

PEO discount Where it shows up What to ask for
Free months of admin fees Admin fee One to three months waived, usually for a longer term
Discounted admin fee Admin fee A lower per employee rate for an annual commitment or a higher headcount
Reduced health pricing Medical, dental and vision premiums A re-rated quote, a different plan or carrier mix, rates written out by tier
Renewal cap Next health renewal A written do-not-exceed number on the increase
Workers' comp reduction Rate per $100 of payroll Correct class codes, a lower PEO load, an unbundled rate
SUI reduction State unemployment tax line The state rate with no markup, or placement in a lower-rate PEO account

Setup fees are worth asking about too. PEO Metrics puts them at a few hundred dollars for a small client to several thousand for a complex one, and Justworks says it charges none.

Can you get free months of PEO admin fees?

Yes. Some PEOs waive the first one to three months of admin fees for new clients, usually in exchange for a longer commitment. It is the most visible of the PEO discounts.

G&A Partners' 2026 sign and save promotion is a clean example. It offered up to three free months of admin fees on PEO contracts, and each free month added a month to the term: one free month meant a 13 month agreement, three meant 15. It covered only the per employee fee, not the implementation fee, optional services or workers' comp premiums, and it had to be signed by September 18, 2026.

That structure shows what a free month is worth. Three free months over 15 months is a 20% discount on the admin fee, two over 14 months is about 14%, and one over 13 months is about 8%. For a 20 person company, three free months is worth $4,740 at Justworks' published $79 PEO Basic fee, $6,000 at $100, and $7,440 at its $124 PEO Plus fee.

PEO discounts example: three free months of admin fees for a 20 person company are worth 4,740 dollars at a 79 dollar PEPM, 6,000 at 100 and 7,440 at 124
Illustrative math for 20 employees. Admin fee only, before taxes and insurance.

Free months are a closing tool, not a price cut. Check the term, what leaving early costs and when the offer expires, and ask every PEO what is running right now.

Can you get a discounted PEO admin fee?

Yes. The admin fee is the discount PEOs expect you to ask for, and it moves with your commitment, your headcount and competing quotes. A PEO can discount the fee and earn elsewhere, which our guide to how a PEO makes money breaks down.

In my experience, committing to a full year is the easiest way to get a lower rate. Our guide to PEO renewal covers what an annual commitment locks in and what it does not. Per employee rates also tend to step down as headcount grows, so ask where the next tier starts.

The strongest move is a real quote from another PEO on the same census and service level. Our breakdown of average PEO fees for small businesses shows what a fair fee looks like. If your team has high salaries or commissions, ask for a flat per employee fee or a cap on any percentage fee, as we explain in the pricing models section of our pillar guide.

How do you get a PEO insurance discount on health coverage?

Health is the biggest line on a PEO invoice, so a PEO insurance discount here is worth more than any admin fee cut. It comes in two forms: a lower rate now, and a limit on the increase later.

A lower rate now

Your health quote comes from your census and the PEO's own underwriting, so two PEOs can price the same team very differently. Ask which carriers and plans are in the quote and whether the rates include any load above the carrier's cost. ADP, for example, reports its benefits pass-throughs as zero margin in its fiscal 2026 results. Others earn on that line. A different plan mix can also lower the price without cutting coverage your team uses. See our guides to PEO underwriting and the best PEO for health insurance.

A renewal cap

A renewal cap, sometimes called a do-not-exceed, is a written limit on how much your health rates can rise at the next renewal. In my experience, some PEOs will agree to one when they are competing for your business, and many will not. Ask before you sign, when you have the most negotiating room, and put the number in the contract, not just the proposal.

For context, employers expect health benefit costs to rise 8.2% on average in 2027, according to Marsh, so a cap well above that protects you very little. If a PEO will not cap, ask for its renewal history. DecisionHR says in a September 2025 announcement that most of its groups saw single-digit increases for the eighth year in a row, and Rippling says it publishes its renewal increases. Those are the PEOs' own claims, so ask for three to five years in writing.

Can you get a PEO insurance discount on workers' comp?

Often, yes, because the workers' comp rate you pay through a PEO is set by the PEO, not quoted to you by a carrier. That makes it a PEO insurance discount you can negotiate line by line.

Workers' comp is a rate per $100 of payroll for each job class code, adjusted by your experience modifier. KEMI explains that an average mod is 1.0, a mod under 1.0 lowers your premium, and it is built from about three years of payroll and loss data. EORHQ notes that a PEO adds its own load on top of the carrier's rate. That gives you three things to ask for:

  1. The rate per $100 for every class code. A bundled price hides it, and you cannot discount what you cannot see.
  2. A class code check. A clerical role and a field role carry very different rates, so a job placed in the wrong code costs you every payroll.
  3. A standalone quote for the same codes, plus whether your own mod or a pooled rating applies. That tells you whether the PEO's load is fair.

In my experience, the load is one of the places a PEO has the most room, because it sets that number itself. Our guide to PEO workers' comp covers how to move coverage out of a PEO.

Can a different entity lower your SUI rate?

Sometimes, but only one way: your PEO places you in a different account, or you change PEOs. You cannot create a new company yourself to shed a bad claims history, and the law is clear on that.

In PEO-reporting states, your business gets the rate assigned to the PEO, as Justworks explains. What the PEO bills you is set by your contract, and PEO Metrics notes that some PEOs charge the statutory rate plus a markup that is not always disclosed. That gives you two legitimate asks: bill me the state rate with no markup, and tell me which PEO account I will sit in.

In my experience, larger PEOs run more than one legal entity, and those entities can carry different SUI rates in the same state. Being placed in the lower-rate one, or choosing a PEO whose rate is lower in your states, is a real SUI discount. Ask each PEO for the rate and wage base by state.

The line you cannot cross is SUTA dumping. The SUTA Dumping Prevention Act of 2004 requires states to transfer unemployment experience between employers under substantially common ownership, management or control, and to block it when a business was acquired mainly to get a lower rate. The Alabama Department of Labor describes conforming legislation that sets criminal and civil penalties for it. A new entity you set up and control yourself is exactly what these laws target.

PEO discounts on SUI: asking your PEO for a lower-rate account or no markup is legitimate, while creating a new entity yourself to shed unemployment experience is SUTA dumping

Ask your PEO to place you well. Do not build your own shell.

How do you negotiate PEO discounts?

Pick the levers that match where your costs are, then trade for them with competing quotes in hand. Here is the order I would work in:

  1. Get quotes from at least three PEOs on one census. Same employees, salaries, ZIP codes and plan choices.
  2. Ask for an unbundled invoice. Admin fee, SUI rate by state, workers' comp rate per class code and health premiums by tier, each on its own line.
  3. Choose levers by exposure. High payroll points to a flat fee, a large health spend to a renewal cap, a high-risk workforce to workers' comp rates.
  4. Know what you are trading. Longer terms buy discounts and cost you flexibility, so check notice periods and early termination fees.
  5. Get every discount in the signed agreement, with dates. A cap or a free month that lives only in an email is hard to enforce.

That is the work a PEO broker does for you: one census, several PEOs, quotes broken down to the line. If you are still deciding between a PEO and payroll software, see our PEO vs. payroll company comparison. To see where a PEO can save money in return, read our guide to PEO cost savings.

Frequently asked questions about PEO discounts

What are PEO discounts?

PEO discounts are reductions in the price a PEO bills you. They can come from the admin fee, health premiums, workers' comp, state unemployment tax or one-time fees. Most have to be requested and written into your agreement.

What is a PEO insurance discount?

A PEO insurance discount is a lower price on a line the PEO bills for insurance: health premiums, workers' comp, or a limit on how much your health rates can rise at renewal. It is separate from an admin fee discount and is usually worth more.

Are free months of PEO admin fees really free?

They reduce your admin fees, but they usually come with a longer commitment. In the G&A Partners promotion, three free months meant a 15 month term, a 20% discount on the admin fee over that term. Check early termination terms before you sign.

Can I get a cap on my PEO health insurance renewal?

Some PEOs will agree to one, and many will not. Ask before you sign, get the number in the contract, and ask for the PEO's last three to five years of renewals.

Is it legal to move to a new entity to lower my SUI rate?

Asking your PEO to place you in a lower-rate account or bill the state rate with no markup is legitimate. Setting up a new company yourself to shed a high unemployment rate is SUTA dumping, which federal law requires states to block.
